I've been trying the perfmon in windows. I'm not sure if they are p-states but
it reports a variation in frequency when changing power saving governors. It

Agree with what Len said in comment #14.
It seems that the frequency in _PSS package is in ascending order. But
according to ACPI spec it should be the descending order.
