Here's my reasoning: this is a CheckPoint product, and it looks like an

Linux 3.4-rc1 also does not allow bbswitch to turn on and off my NVIDIA card.

FIXED:
I changed /etc/laptop-mode/conf.d/runtime-pm.conf and changed the line
CONTROL_RUNTIME_PM=auto
to:
CONTROL_RUNTIME_PM=0
Everything works as expected
