Mer (at least on x86) with today's (05-26) updates is still affected with this
bug.
It also does not show any resources (only applications and widgets) in the Add
Resource dialog, maybe this is releated...

just guessing*:
the thumbnail will be in a popup '(ie. unmanaged window) and the keyboard
ideally as well (if it is not, it cannot go above the popup)
in this case the keyboard could occasionally just raise itself
