[ActiveDir] Software Installation Policy Question

I have deployed Office 2k (and other apps) to a certain OU. I then had to remove them because of a mistake. Then redeployed them. The OU contains machines that get reimaged every few months. It appears that when the machines are reimaged they are: Installing Office and then removing it
