[ActiveDir] IE Issue

I have a user on a Windows 2000 machine that was just built that is getting an error message when she opens up IE that she doesn’t have authority to run the internet connection wizard.   Normally I don’t get this as all my IE setting are configured through GPO.  What do you think could be
