Title: OT: Non-admins cant change IME input mode

Hi folks, this is rather off topic but seeing as it seems to be a permissions issue perhaps someone has ideas. At my university all the lab computers are set up to allow students to switch between different input languages (English, Spanish, French, Japanese, etc) via the language bar. However, for languages like Japanese, there are various input methods you can choose from on the language bar--hiragana, katakana, alphanumeric, and direct input which is the same as typing English.

One would almost always want to switch to hiragana input; however, Windows defaults to direct input, which kind of defeats the purpose of being able to switch languages in the first place. But unless you are an administrator for the local machine, you cannot switch the input mode to anything else - not by using the language bar nor the keystroke to switch it. It just won't take, unless you log in as a local admin. Has anyone come across this problem in the past and been able to address it without giving users local admin rights?
