John is quite right. Also, if you have a single domain forest (which you don't) it
doesn't matter if you make the DC hosting the IM a GC.
The IM is responsible for maintaining references from objects its own domain to
objects in other domains. This allows, for example, a DC to display the

can do it temporarily. Some updates might not be made to references about
objects in other domains such. It's not a good thing to do for a long
period of time, but it's not a horrific issue, either.
