[image: Inline image 1][image: Inline image 2][image: Inline image 3][image: Inline image 4][image: Inline image 5][image: Inline image 6][image: Inline image 7][image: Inline image 8]गेल्या 25 वर्षात लाखो ST जागा बिगरआदिवासीनी हडप केल्या. 1):आदिवासीच्या सरकारी नोकऱ्या उघडपणे चोरीला जात होत्या. त्या चोरीविरुद्ध न्याय मागण्याची व त्या राखीव जागा परत मिळवण्याची कायद्याने तरतूद उप्लब्ध होती, तरीही गेल्या 20 वर्षांत कीती नेत्यांनी बोगस आदिवासीवर गुन्हा दाखल करून बोगसला शिक्षा देववुन कीती जागा परत मिळवल्या? ह्याचे उत्तर काय ?तर ?????? 2):तसेच,बोगस विरुद्ध तावातावाने होणाऱ्या चर्चेत , mpsc ची निवड यादी समोर ठेवुन जर विचारले की, "यात बोगस आदिवासी म्हणून संशयित कोण"? तर, "हा की हा! "हा नाही हा"! अशी निद्रिस्त अवस्था सुशिक्षित आदिवासीची कशामुळे झाली आहे? 3): खऱ्या आदिवासी जाती कोणत्या? त्याच बरोबर; बोगसआदिवासी जाती कोणत्या, त्यांची कूळ,आडनाव,प्रदेश कोणते, हयाचीच माहीती बहुतेक सुशिक्षित आदिवासीना नसते. असे का? प्रत्येक अधिवेशनच्या उम्बरठयावर, "नवीन बाटलीत जुनीच दारू भरणे" तीच ती, 'फिक्स्ड म्याच'. मित्र्हो शत्रु अद्रुश्य कींवा अज्ञात नाही. तर आपल्या अज्ञानामुळे तो ओळखता येत नाही. आता आपले डोळे उघडले असतील! एवढे तर नक्की समजले असेल की,बिगरआदिवासी समाजाचा;'सामान्य ज्ञान' म्हणुन तरी आपल्याला अभ्यास असणे आवश्यक आहे. बोगस आदिवासीचा निषेध करण्याचे मोर्चे सालाबादाप्रमाने प्रत्येक अधिवेशनच्या निमीत्तने निघतात.त्या मोर्च्यातील व्यक्तिंना,"बोगसआदिवासी म्हणजे काय प्रकार"? "बोगस आदिवासी घुसखोरी कसे करतात"? तसेच "बोगस आदिवासीला बाहेर काढण्याची कायदेशीर प्रक्रिया काय आहे"? ही माहिती अजिबात नव्हती म्हणून आपण अंधारात राहिलो. मेंढरं सारखी कोणाच्या तरी मागे चालत होतो, मोर्च्यांसाठी लोकं गोळा करणाऱ्या शिकलेल्या कार्यकर्त्यांनाही या गोष्टीचा पत्ताच नव्हता. आत्ता कूठे आदिवासी शिक्षण घेत आहे.आत्ता कूठे तो नोकरी मिळवण्याची शैक्षणिक पात्रता प्राप्त करीत आहे. आदिवासीसाठीच्या सरकारी नोकऱ्या हडप करून,आदिवासीच्या नवीन पिढीचे आयुष्य उध्वस्त करणाऱ्या या गम्भीर आक्रमणाबद्द्ल; आदिवासी समाजातील उच्च शिक्षित कार्यकर्ते व शिक्षित मोर्चेकरी युवक इतके बेपरवाह व अज्ञान होते; हयासारखी लाजिरवानी व संतापजनक गोष्ट नाहि. हे असेच चालू राहिले; तर लवकरच एक दिवस असा येइल की, प्रत्येक आदिवासी;'पदवीधर' तर असेल पण, ST राखीव जागा बोगस लोकं हडप करीत असल्याने आदिवासीला सरकारी नोकरीच मिळणार नाही, शिवाय 'ओपन' जागेवरही तो सिलेक्ट होत नाहि व त्याला 'ओपन' जागा कोणी देणारही नाही.open जागा साठी कीती मारामारी आहे, ते आपणा सर्वांना माहीत आहेच. 'बोगस आदिवासी' या गम्भीर आक्रमणाचे आपआपल्या सोयीनुसार राजकारण चालले होते. सामाजिक नेत्यांमार्फत युवकांना आकर्षित करण्याची 'चाल' खेळली जात होती. हया गम्भीर समस्येबद्द्ल आजपर्यंत कोणी कार्यकर्ते, नेते यांनी काही "योग्य कायदेशीर" पाऊले उचलली नाही. बोगस आदिवासी मात्र खऱ्या आदिवासी विरुद्ध केस जिंकून;म्हणजे, स्वतःला कायद्याने 'खरा आदिवासी' असे सिद्ध करवून, ST जागा ताब्यात घेत होते. त्यामुळे 1: आदिवासी संशोधन व प्रशिक्षण संस्था पुणे.मार्फत बोगस विरुद्ध केस लढणारे वकील कोण? ते वकील बोगसान्चे साथीदार होते का? 2: बोगस विरुद्ध कोणते पुरावे सादर केले गेले? हेतुपरस्पर कमजोर पुरावे सादर झाले का ? 3: त्या संस्थेवर ST मधिल कोणत्या समाजाचे वर्चस्व आहे? कोणत्या नेत्याचे वर्चस्व होते! बोगस आदिवासी त्यांचेच मूळ जातभाई आहेत का? ST मधिल कोणत्या नेत्यासोबत सम्बन्ध असलेले कर्मचारी तेथे आहे,? 3: ST मधील कोणत्या जातीशी,नामसाधर्म्य असलेल्या जातीचे बोगस मोठ्या प्रमाणात ST मधे घुसले आहेत ? 5: ST मधिल कोणती जात त्यांच्या 'जातभाईची'ST यादीत संख्या वाढवण्यासाठी व खऱ्या आदिवासीला अल्पसंख्य करण्यासाठी मुद्दाम त्यांचेच जातभाई पद्धतशीरपणे घुसवीत आहेत? हया प्रश्नांचा छडा लावल्याशिवाय बोगस घुसखोरीचा मार्ग बंद करता येनार नाहि. खऱ्या आदिवासीना संस्कृती रक्षणाच्या नावाखाली नाचगाण्यात धुंद ठेवुन,त्यांचे घुसखोरी वरून लक्ष्य विचलित करण्यासाठी बोगस चे जातभाई असलेले ST मधील कार्यकर्ते आदिवासी भागात कार्यरत होते असे दिसते. बोगस घुसू नये म्हणून राज्यघटनेतील तरतुदी काय आहेत ? त्या कायदेशीर तरतुदीचा आदिवासी नेत्यांनी बोगसला अटकाव करण्यासाठी कधी उपयोग केला का ? आदिवासी संशोधन व प्रशिक्षण संस्था. पुणे.येथे बोगसच्या बाजूने गेलेले निकाल,बोगस सम्बन्धीत कोर्ट केस चे तपशील लोकाना उपलब्ध करवुन देऊन खरी परिस्तिथि आजवर कोणी सांगतली का? कारण;एकीकडे बोगसआदिवासी कोर्टाच्या मार्गाने ST जागा मोठ्या संख्येने कायदेशीररित्या ताब्यात घेत होते.तर दुसरीकडे खरे आदिवासींना कोर्टाचा रस्ता चुकवून चुकीच्या रस्त्यांवर भरकटत ठेवले जात होते.हे उघडच दिसत आहे. बोगसआदिवासी विषयावरून अस्सल सुशिक्षित आदिवासींचे लक्ष हटविन्यासाठी वर्णद्वेषी व धर्मद्वेषी विचारांचा प्रसार फेसबुक whts up च्या माध्यमांतून आदिवासी नवयुवकांमधे करण्यात येत आहे. खऱ्या आदिवासीचा बुद्धीभेद,brain wash केला जात आहे. हे देखिल एक कोडे आहे. अनेक आदिवासी संघटना या brain wash बद्द्ल गप्प का आहेत? बुद्धि भेद करणारे पोस्ट त्या स्वतःच का फॉरवर्ड करीत आहेत? ह्याच आश्चर्य वाटल्याशिवाय राहत नाही. राजकिय सोयीनुसार आदिवासी संघटनानचे सुकाणू फिरवनारे,उठ सूठ विद्यार्थियोंना हाताशी धरणारे so called समाजसेवक या बोगस घुसखोरी समस्येवर कायदेशीर मार्ग न अवलंबता 'राजकीय' थाटात हा मुद्दा रस्त्यात का आणत होते, हया बद्दल गूढ़ निर्माण झाले आहे!. हया सर्व प्रकारांतून कालचे विद्यार्थी आज सुशिक्षित बेरोजगार झालेले आहेत. बिगरआदिवासीना आदिवासीच्या नोकऱ्या तर लाटायच्या आहेतच पण, 'धनगर घुसखोरीला' सर्वच राजकिय पक्षांतील बिगरआदिवासीची असलेली साथ पाहता;त्यांची राखीव मतदारसंघावरही नजर आहे. बोगस घुसखोरी व धनगर घुसखोरी बद्द्ल सर्वच मागासवर्गीयांच्या जाती, शाहू फुले आम्बेडकरवादी पक्ष व संघटना (सर्व बहुजन समाज) SC,NT,OBC,SBC ह्यांच्या सर्व नेत्यांनी धनगर समाजाची बाजु घेतली होती, हे सर्वांना माहीत आहेच. सर्व घुसखोरही त्यांच्यातलेच NT,SC,sbc,obc मधील आहेत.(मागील दोन वर्षातील निवडणुकीतील भाषणे; पेपरातिल बातम्या पाहा, या सर्वांच्या जाती कोणत्या ते माहिती करून घ्या) म्हणुन बोगस आदिवासीची ST मधे घुसखोरी या समस्येचे खरे मूळ समजून घेतल्याशिवाय त्यावर योग्य उपाय योजता येणार नाही. खऱ्या आदिवासीच्या राखीव जागा अशाच दुसऱ्याच्या घशात जात राहतील. या आक्रमणा बद्दल; 'येरे माझ्या मागल्या!' हे कुठेतरी थाम्बले पाहीजे. समस्येच्या नेमक्याच मुळावर कायदेशीर घाव घालून सर्व घुसखोर बाहेर काढले पाहिजे व आदिवासी संशोधन व प्रशिक्षण संस्था पुणे येथुन जाणारा बोगस घुसखोरीचा मार्गच बन्द केला पाहिजे. बोगस आदिवासीना संरक्षण देणाऱ्या G R विरुद्ध पूर्ण ताकदिने न्यायालयीन लढाई लढली पाहिजे. बोगस आदिवासी विरुद्ध त्या त्या ठिकाणी गुन्हे दाखल केले पाहिजे. आदिवासींनचे जनमत उभे केले पाहीजे. खूप मोठा संघर्ष उभा करण्याची गरज आहे. त्यशिवाय सुशिक्षित आदिवासीची बेरोज़गारी दुर होऊन आदिवासीचा विकास होणार नाही. म्हणून, सर्व आदिवासीना जागे करण्यासाठी क्रुपया फॉरवर्ड करा. - SMS
English : I have gone through shri Khude's thoughts/ introspection on the issue of pseudo intrusion in tribal and apathy towards it by all. Why such desperation of this serious issue ? Why it is of less importance to all non tribal and tribal alike ? Apathy ,we could level allegation against non tribal politician but what about tribal polity ? General perception of ordinary tribal is that TRTI and CVCs working under its supervision is the main culprit. Advocates engaged in contesting cases before HC & SC are not reliable and they are indulged in betrayal. They are confounded on the issue of GR dated 17 th June 1995 and circular dated 21 ST of Oct, 2015 which protected non tribal employment interest on the head of tribal. Why Dhangar cauldron is kept still boiling by Govt ? Why all, other than tribal have sympathy for Dhangar in spite of they are not tribal ? It is one of the beliefs that TRTI do not disseminate real litigation information to tribal. Who are large scale intruder in tribal ? Of what similarity of nomenclature ? Who are officers and employees working in TRTI ? Who have nexus with political bigwig ? If so, who are these political leaders ? Who political leader prevailed over TRTI till date ? Are they have nexus with bogus tribal ? What evidences TRTI produced in the court in defence ? Why bogus won the litigation in court ? Why tribal are busy with myopic politics ? Tribal are ignorant of non tribal cultural ethos ? Why law failed bring the bogus to home ? I think these are questions to be raised by awared tribal. However, due to lack of all these questions we are in today's plight. TRTI is unequivocally ,appex state Institute working for tribal but kept all the time dependent on state denying autonomy till date. Punites prevailed so far posting of staff including officers and ministerial is concerned. It is general perception of ordinary tribal that TRTI should be banned by tribal only. However, it is not possible for it being run by Govt having proportionate quita of open, general and social reservation. It is not even possible to make posting of tribal for they are not prepared to be eligible. Not a single anthropologist we have ever begot so that he may get posting and contribute to the tribal cause. Tribal polity is main culprit for making all fiasco. It is not vigilant. MLAs are not studious. They lack power of debate on the floor of house. It is voiceless representation. They are given tickets , funds by political parties. Therefore, first they are answerable to the political parties and not to the tribal community on whose voting they have returned in the legislature. They don't think that they are responsible and answerable to the tribal people. They are carrier of agenda of one particular political party. Tribal have never any kind of agenda. Tribal polity is stooges in the hands of non tribal. They are not de facto tribal representation but de jure. You are orphan my friends. Keeping Dhangar issue live is their need and it will remain so. Sociological status of Dhangar is unequivocally non tribal having not an iota of tribal traits. Still simmering cauldron of this issue is their need. You are helpless. Excuses are being taken by Dhangar that they are tribal as a part of tribal Oran Dhangad. Moreover, they switched on the controversy of Dhangad means Dhangar. But it is not so. Still CM of this state ,with a political myopic view distrusted the expert opinion of TRTI and handed over this issue FIR study and offer opinion. As to litigation, mostly lost one in the HC & SC, responsibility lies with dishonest and corrupt official. Equally, it is responsibility of political will to make bench marking of tribal, anthropological survey, making of monograph and scrupulously implement Act & Rules. Equally , TDD lagged behind in roping in the information technology line like designing special software best suited to the working, scanning and digitisation of legacy data , use of updated hardware, filling all the vacant post and providing all facilities facilitate work. Large scale intrusion become difficult task to punish. Govt did not shoulder responsibility to punish them. Result is that , intermittently they are absorbed giving amnesty. What you, your tribal MLAs & MPs can do ? Nothing. Because they are stooges. They are not prepared to scarify tendering resignation. Therefore, GR 1995 followed by circular 2015 gets issued ,even without consulting tribal leaders. HELPLESS is the best suited word for tribal, my friends.
