Depends on your RECOVERY REQUIREMENTS.
It usually works pretty well to backup small to medium file servers over the
WAN. There are things you can do to minimize the amount of data backed up
each night:
1) turn on COMPRESSION on the client end
2) implement TSM sub-file backup for those 2 clients

I backup several Windows Servers over T1's and some much slower links. It
depends on how much data you will be moving across this link. Initially the
backup is usually pretty long but then it just the updates (unless you're
moving those pesky Exchange PST files) .

You have to go back and search your TSM activity log and find where the
update to access=unavailable occurred.
Check the messages for the previous 2-3 minutes; you will find a message of

I'm not trying to be rude, but again, why re-invent the wheel? This is
exactly what TSM does. It restores the file you request - through a
command line or GUI interface.
Perhaps what you may really want is the API documentation so that you can
write your own interface into TSM.
