You probably want to avoid RAID5 for disk storage pools, whether
sequential or random. That can really slow client backups, because RAID5
is quite slow for writing. RAID5 is really only good for read-mostly
applications, so at least you'll migrate quickly. You probably want
RAID10 instead, a stripe

I have an end-user that is just running an archive command, like
"dsmc archive /BACKUPS/junk -archmc=bla_bla"
and they are getting that "ANS1398E" error. Their archive command
actually runs successfully, but they get this bogus error when the TSM

Not at all. Since you are installing v5.3.3 for the first time, you need
to make sure that you get the base install from a CD or from Passport
Advantage...it is these installation packages that contain the agent.lic
file.
