I have no problems at all with Oracle+RMAN+TDPO+TSM environment. I have:
1) dedicated nodes for database backups, separated from file system backups
(for example, LPAR05 for files and LPAR05_ORA for databases on logical
partition LPAR05);
2) dedicated management class and copy

I am using WEB Client function "Utilities --> Delete Filespaces..." to resolve
similar problem.

delete filespace WHQ_FILESERV_1 2 nametype=FSID
I've also been unable to delete filespaces using the filespace name, or indeed
display them using the Admin Center, but I've been successful using the FSID.

I suppose it really depends on how big your dual-datacenter environment
is and how much profile commonality there is among your TSM servers.
Personally, I don't use configuration management unless I'm in a
environment with enough servers and enough profile commonality that it
saves
I've not used image backups on windows machines but by looking at the names,
I'm thinking those might be image backups... did you specify OBJTYPE=IMAGE ?
If they are regular files, you could use an admin account with full rights,
that would show them to you.
And you might try adjusting your query

The easiest way would be to use something like Autosys or Control_M to
schedule the job dependencies and execute the batch/cmd and script files
on the appropriate servers at the appropriate times.
If you don't want to use an independent scheduling package, it is fairly
easy to install
