We had the same problem on TSM 6.3.4 on Windows, never found out why.
Stopped using archive overflow because of it.
Once the DB backup is done, just delete the extra files.

We are also on 6.2.5 and had this happen once.
I agree, the archive log overflow area does not seem to work as advertised.
I finally just deleted the archive logs in the overflow area after several
backup.
