We have a L700 with TSM on AIX and we just put the tapes in the CAPs and
then do a checkin from bulk and then reply to the request as

Sounds like there is something wrong with your library. We have an HP
20/700, which is a rebadged
brary device (lb0) and see if recreating that makes any difference.
