We are using CustomerSyncService for couple of months, everything works
fine. But recently we start to see a lot RATE_EXCEEDED exception, even try
to send less requests, still not improve. This slows down
CustomerSyncService a lot.

I'm having this EXACT same issue and the other thread doesn't seem to be
helping. Do I need to wait to be approved by Google for the Adwords API to
test this out? Or can I use the pending Developer Token? If I should be
able to get a refresh token I'm not.

As far as I know, structural data (the fields marked Attribute) is
not historicized. What we do is to collect the data we are interested in
ourselves and store it locally every day.

I tried to reproduce this in several configurations but was able to get
this error only when removing an ad which is already in state DISABLED.
Please double-check the status before removal, and the fact the request is
sent only once. If you can provide exact steps to reproduce
