I recently discovered that the .NET library was moved from Google Project
to GitHub. But Github appears to have a new issue-list. Where can I find
the old issues?
In case you wonder, the changelog contains references to those issues. I
want to know what changed.

I think you are not reading the files with the right text encoding.
Reports are UTF-8 encoded, so interpreting the text as utf-8
