Yes we are waiting for approval for months!!! Since Early March we have been trying to get our API implementation approved. We initially got some answers and followed instructions We have completed implementation, setup a test account and environment as per request and have since last May have had no sign!! We are trying to contact adwordsapi team no sign of life what ever we try. This project is now ongoing almost 6 month and no end in site when Google fails to answer. Would it not be just normal courtesy to answer our mail???
