Creating New Extensions also affecting existing extensions Approval Status as UNDER REVIEW

When I try to add new extension to any level if I do not fetch the existing extensions then they get overwrite by new one. But that is creating problem of everytime I have to add new extension along with existing one combined. That is making all of them like new one as well as old ones to go
