Reporting: Adding IsNegative attribute results in report breakdown

Hi guys, in what timezone is the HourOfDay in reports? Is its value related to AccountTimeZone field, which does not respect DST (so for LA it's always GMT-8 and when LA is not using GMT-8 part of the year, I must shift it by an hour to GMT-7), or is it related to timezone set on customer accoun
