I have created several Accounts, because i got errors Like:
QuotaCheckError.INCOMPLETE_SIGNUP (I added 2 Creditcards, but still got the
error)
Now I have a test-MCC-Account (773-205-0228) with test-Adwords-Account (
161-227-5683)
I have a Developer Token from another Account:740-266-0867

i am getting this error using the php library:
An error has occurred: [QuotaCheckError.INCOMPLETE_SIGNUP @ ; trigger:'']
I have set my Billing information (2 Visacards).
i read tha i maybe haven't excepted the Adwords API T&C, but where can i do
it if i haven't?
