The structure-report gives you ALL campaigns of your account, regardless if there have been impressions in the past or not.
If you want to evaluate which of these campaigns haven't had any impressions, you have to put some logic in your code. E.g. comparing ALL campaigns of your account (which you can get with the structure-report) with the campaigns you receive with 'regualar' reports.
