Is the behaviour is different from what the AdWords Product side does if
the same set of actions is performed? If yes, please provide SOAP request
and response logs for the sequence of operations you are performing. It

Hey Umesh,
When you add a Placement through the Targeting window of the AdWords UI,
the radio button has Target and Bid selected even if the existing
selection is Bid only.
Not sure if that helps...
