This error should only be thrown when the ad group criterion doesn't exist
or isn't a keyword. Can you please double check your account to make sure
that isn't the case?

Unfortunately I was not able to reproduce this issue. Added ad param right
after creating criterion works every time for me.

I have figured out a solution.
After loading a new keyword, I allowed a 5 second wait until adding
the ad parameters. Everything now works as expected.
