According to various places in the API docs (http://code.google.com/ apis/adwords/docs/developer/index.html, http://code.google.com/apis/adwords/docs/developer/adwords_api_reference.html) there's mention that AccountService can be used to create accounts. I can't find any methods or explanation for doing that, though.
