Hello Alexis, You will be able to control that value using the AdWords API v2009 once that's available in production (see http://code.google.com/apis/adwords/v2009/docs/reference/Campaign.html#adServingOptimizationStatus) but for current v13 production use, I don't believe that's something you can set programmatically.
