Thank you for reaching out. You encountered the DEVELOPER_TOKEN_NOT_APPROVED
error as your developer token with Test access was not approved to upgrade to
Basic access level. Please use the developer token associated with the MCC
account that holds the Basic access to make API calls.

I have created a Manager account and got MCC ID XXX-XXX- and developer
token as well.
Also,
1 .Created Client ID,
2. Secret ID
3. Auto refresh, Auth. ID and access tokens as well using the below links.
