We are working to remove the billing requirement now. If you don't see the
"Billing preferences" under the MCC, you don't have to set up the billing.
Please note you still need to accept AdWords API Terms and Conditions.

I have a question regarding the Adwords API. I have been granted access for
basic access. It states in order to use Adwords API, i must enter billing
information.
What is not clear to me, is it billing under my MCC acount or billing
inside an adwords account i want to use the API for? I do not

You may consider using the InfoService to get this information. It
allows you to see how much you have spent on any given date range for
any given operation within the API.

To change your AdWords API budget you need to log in to the MCC
account that owns your developer token and navigate to "My account" =>
"AdWords API Center".
