You have to specify customer id in $user:

Hello Rishi,
The clientCustomerID provided is an MCC account ID. Reports can be ran
against advertiser (non-MCC) accounts only.
Also, you can't specify the clientCustomerId in the report definition, it
is ignored here:
$reportDefination->clientCustomerId = '715-625-1143';
