We apologize that the Location Criteria list as documented is out of
date. We're working to put in place a process to routinely update this
list and keep it up to date. In the meantime, we recommend using the
LocationCriterionService to double-check such affected locations.

Looks like the documentation has the wrong ID. This is very scary because
we're using that city (World) csv export to map the old code to the new
criteria ID so we could migrate to latest API.
