Based on the description of your concern, the API request is not working only in the App engine. With this, it appears that the problem is on the App engine as it can't verify some of the dependencies and directories there. With this, I would suggest raising your concern to the GCP support team via this link to get further support to this concern. Also, the author of the client library could also help with this issue.
