It appears that this is specific to Keyword Planning. That said, you may check our Keyword Planning guide to have full information about this. Moving forward to your concern about “Are the three month change and YoY change calculated from the monthly search values? Is there a way to get these values from the API?”, can you provide a UI screenshot (uncropped) of the field of the data that you are retrieving? I asked this because the Google Ads API mirrors the Google Ads UI. Meaning, the Google Ads API retrieves what the UI is showing. Have a great day.
