It appears that setting of campaign budget for traffic estimator is currently
not supported in the API. With this, could you provide us with a screenshot
where we can see the setting of the campaign budget for a traffic estimator in

The TrafficEstimatorService should map to the Google Ads API services listed
here. It is also indeed discussed further in the generate forecast metrics
guide. As for the budget, it should be taken from the budget of the campaign
you specify in the KeywordPlanCampaign.
