Uploading of offline conversions do not have a specific limit as of the moment. The guide you provided that says a maximum of 2000 is for click conversions only. However, to further investigate this on my end, could you provide the complete SOAP request and response logs that were generated when you encountered the error? You may use the reply privately to author option.
