I would recommend you to check this Help Center article About verification to know about some example criteria that lead to the selection of an advertiser to complete Google’s advertiser verification programme within a deadline. You may refer to the same Help Center article to know why a few advertisers may see an option to complete the advertiser verification programme without a deadline. Kindly note that the level of API access has no affect and cannot bypass this mandatory validation.
