For stored definition report downloads (where you pass an ID) we recommended
using GET, since there was no large payload. For ad-hoc report downloads
(where you pass the XML directly) the payload could be quite large, so a
POST is recommended instead.

DownloadReportDefinition() is the right utility to use. There are
currently some issues in the reporting system that are causing
downloads to fail for some field combinations. We are working to
correct these issues and hope to have them resolved within the next
couple of weeks.

Looks like everything back to normal and the v13 server is the old
sandbox.google.com

Just change in SanityCheck.py the validation on line 95 to check for
the new server ( if that's what actually going on with the sandbox )

Using the Python client lib, it doesn't work to call the V200909 for
check accounts. It gives us a version error. If we change it to v13
to v200909 it says that checkaccount is not available in the v200909
version of the lib.

Is this on V13 calls? It looks like they ditched sandbox.google.com
for V13 and replaced it with the V200909 adwords-sandbox.google.com.
So this seems to work:

The account structure is the sandbox is not the same as production.

There was an issue with the sandbox yesterday that lead to
UNEXPECTED_INTERNAL_API_ERRORs:
