In the new Adwords API V201302 reports - Ad performance report i'm able to
select device preferred field,
but i'm getting an empty data (--) in all fields values.
I would like to know if its a bug or whether it is in
your development road map.

Have you set a device preference for any of your ads yet? I created a test
ad with the mobile checkbox activated, then downloaded an ad performance
report: the DevicePreference field in the report contained the id
30001, which shows a preference for the mobile
