You are right
adGroupSiteMaxCpc,adGroupMaxCpc have values when BudgetOptimizer is
used.
But I wonder why MaxCpa column is also set to the old value and not
zero ?

I believe that adGroupMaxCpc will contain the proxy CPC when the
BudgetOptimizer is enabled. You can test this out fairly easily, and
let me know if you have any problems.
