Targeting (city and the country of that city) both, which one my ad is going to target?

PFA file to look at the campaign criterion of locations. I have selected Noida(city) and its country(India). Now my question is, the ad will be targeted only to Noida audience or complete India? If it targets complete India audience then what is the purpose of selecting Noida? -- -- =~=~=~=~=
