Hello Claire, All the test accounts would be in canceled status by default. The test accounts don't serve Ads and they can't be activated. The guide is applicable for production accounts only. Y

Hello Robin, Any account created via a test manager account would be test accounts by default. Yes, there is a limit of 50 accounts, if the highest amount accounts together spent in a month, from the last 12 months is less than $10,000
