I live in California and my client is in a different country which is
9 hours ahead of us. So at 3pm PST, my client is done for today and
wants their report. How long do I need to wait after this time to
pull an acurate report? Basically, can I start pulling activity
reporting using the API for

Most reports should be ready for download 4-5 hours after the period for
which you want to run the report, in the target account's timezone. E.g. if
the target account timezone is EST, then you can pull a report for yesterday
at about 5 AM EST.
