Why ConstantDataService return different inmarket audiences compared with in-market_categories.csv?

Hi, I want to get in-market audiences via the getUserInterestCriterion method of ConstantDataService by passing userInterestTaxonomyType = IN_MARKET. But I compared the results with https://developers.google.com/adwords/api/docs/appendix/in-market_categories.csv and found they are different.
