zip code targeting is a beta program only for now.

Currently that is a invited only feature for API.

target zip 20007, for example, the following error is returned:
CriterionError.CANNOT_TARGET_CRITERION @ operations[0].operand.criterion;
trigger:'9007531'
We are able to target the same ZIP code via web UI
