Simplified mental picture statement: a linear regulator like the AZ2117 works by burning off excess voltage as heat. Assume you have a circuit which takes 500mA @ 3V. If you want to feed it with 12V, and use a linear regulator, the circuit is still going to take 500mA but at 12V, with 500mA@9V

No the REMEC ODU has not gone away.  REMEC was purchased by Moseley and is still very much alive.  The modem for their next gen platform though was not REMEC.  I don't recall at this point who it was, but I met with Z and John a few times at their Boulder office and got a lot of details on it.
