Back when 3.65 was new, a lot of WISPs applied for a license thinking it was a
homesteading thing and they would get some sort of exclusivity by staking their
claim first. So I expect there are WISPs with licenses who never deployed
anything.

I don’t know this for a fact, just guessing.

The FCC stopped issuing NN licenses around April of last year. You would have
to find a way to acquire one from an existing license holder.
