We have a bunch of surplus larger (2K plus) 110v APCs that we acquired without
batteries, part of a larger lot of "stuff".
Do they have to have batteries in them to even power on? First few we t
You're thinking of the BackUPS units for desktops. Yes those suck.
SmartUPS needs batteries to start and power on. Anything from roughly
2005+ you can unplug the batteries and put in new ones and it will continue
providing power to your gear.

I hate UPS where open battery circuit == no power. It's extremely
common in desktop models though.
