I wonder what that does to the average ISP network - if torrent traffic will
increase again. what happened when it went offline?

I never notice an increase with any of these changes. We pass on all DMCA
notices and fire customers at 5x. I have only had one customer get 5x and
he got them all at once so we gave him one more chance. (they were all
Hustler's Barely Legal series). Most people stop torrenting or find
private
the mirrors never went down
