Yes, this is the way! as you might be aware even our participation to IETF
has been very low from Africa.
Ofcourse most of our people are not aware, they just end up studying it in
networking course.

Hi Matogoro/Arsene,
I think the University outreach programme is one good way to get more
participation from the academia. I am also working on a similar initiative
and would to involve our ISOC chapter.
