All Rubles are hereby destroyed.
Create the following Rule, power-2, "Office Golems":
If the Rules define an Office Golem for a particular office,
then that golem is a unique slave golem belonging to the holder
of that office whenever the office has a holder, or any player
deputizing for that Office for the duration of the deputization
(i.e. for the purpose of causing the Golem to perform a duty as
required by the office).
Rules to the contrary notwithstanding:
- An Office Golem CANNOT be owned except as described above;
- An Office Golem CANNOT become the holder of an office for
which e is an office golem;
- An Office Golem CANNOT be deregistered or destroyed.
Create the following Rule, power-2, "The Exchequer":
The Exchequer is an Office Golem of the General Secretary.
The Exchequer is the recipient of all costs specified in
Rubles.
Transferring or destroying the Exchequer's funds,
except as explicitly REQUIRED by the rules, is the Class-5
crime of Improper Use of Funds. If the General Secretary is
found GUILTY of these crimes, e is removed from office.
Amend the Rule entitled "Rubles" by replacing the sentence beginning:
At the start of each week,
with:
At the start of each week, half of each person's rubles (rounded
down to the nearest integer) are transferred to the Exchequer,
then a total of one quarter of the Exchequer's rubles are
transferred to each first class player as evenly as possible
(with each such player receiving the same number of rubles, and
any remainder after the division remaining with the Exchequer).
100 Rubles are hereby created in the possession of the Exchequer.
