If someone wants the job they should deputize (another election to win, for
a relatively easy task). Anyone who deputizes to publish a report has my
vote.
This finger pointing is well taken. For the reasons described in G.'s

I personally think one missed report a month is fine, but am required
to act:
cold hand of justice: I levy fine of 1 Blot on V.J. Rada (minimum penalty,
appropriate for 1 late report). This violation is forgivable (0 apology words
specified).
