The proposal numbers don't have anything to do with what is being
decided. That is dependent upon the proposal identity, not the ID
numbers. A proposal can be distributed without an ID number (and often
is with expedition or the new campaign proposals).

I like the plain text rulesets, and for most of the game I like using plain
text, but it's nice to be able to click to jump to different sections in the
HLR. No worries, though; I can imagine it would take longer (especially if you
do it by hand).
