The impetus for this is that we have several "very stable" officeholders (myself as Arbitor included), and it may seem like a social taboo to challenge them in an election. By making it automatic, it removes the taboo - throwing your hat in the ring during an ongoing automatically-started election is not an aggressive anti-incumbent move the way starting an election is. There was also thinking that, even if the incumbent is the only nominee, the election gives a specific context for feedback on the job they're doing, asking for improvements, etc. -G.
